JOB SUMMARY
The Energy Programs Director is responsible for the development, implementation, monitoring, evaluation, and coordination of all energy programs and projects and to ensure that all work performed and related documentation are in accordance with the rules and regulations of each funding source.

QUALIFICATIONS
Education
High School Diploma or equivalent and additional training
Bachelor’s degree in a related field equivalent knowledge base gained through lived experience or through formal schooling, independent study, short course or other applicable arrangements.

Education may be waived with significant job related experience

Working knowledge of construction/rehabilitation/energy efficiency and building science.
Knowledge and understanding of federal, state, and local guidelines, codes, regulations, for implementation and reporting requirements.

PRIMARY DUTIES & RESPONSIBILITIES
This job description is not intended to be all-inclusive and employee will also perform other reasonably related business duties as assigned.
Area 1: Program Operations
Maintain a thorough working knowledge of all Federal and State regulations and procedures relative to the Energy Assistance Program.
Direct all aspects of the Energy Assistance Program and its components.
Make changes that will increase program efficiency, reduce costs, and provide more effective services to target area households.
Review system reports regarding program assistance expenditures for consumers.
Develop and manage program budgets to ensure cost control and attainment of revenue goals.
Review documentation of payments to vendors for completeness and accuracy.
Coordinate and ensure emergency services, including after business hours for consumers relative to heating related emergencies.
Directs the daily operations of supervised staff, including reviewing required paperwork and personnel forms.
General responsibility for interviewing, training, and evaluating Energy Programs staff.
Direct the energy, conservation and housing programs and projects to low-income consumers.
Respond to PPA Auditing Report.
Participate and attend EACA Meetings.
Primary person as Agency’s representative to Energy Assistance Coordinators Association and may also attend CAP Conferences.
Manage staff levels as budgets and programs change.

Area 2: Program Compliance
Monitor vendors to ensure compliance with vendor agreement.
Collect appropriate data and information and prepare reports for the Board, Quarterly Reports, CAR Report, etc.
Ensure client and personnel policies and practices are adhered to by program staff and contractors/vendors.
Ensure electronic document imaging/filing system procedures are adhered to for assigned program(s).
Adhere to the Agency’s ADAAA, safety policies and practices, technology plan, confidentiality policies, and Personnel Policies.
Keep all computer files on the Agency network.

Area 3: Program Communications
Keep the Executive Director informed of all potential programmatic problems, or concerns.
Responsible for public relations efforts, such as development and distribution of brochures, program literature, to include Agency and general public news releases and other media coverage with Executive Director approval.
Answer consumer questions regarding the Energy Assistance Program. Has working knowledge of Agency and community resources for appropriate consumer referral.
Keep all computer files on the Agency network.
Fill out and communicate with Executive Director on Local Plan.
Make public presentations to special groups to inform them of Energy programs and projects available.
Regularly communicate directly with DOC staff.

Area 4: Work Knowledge
Must be able to work under periods of demanding workloads due to seasonal operations of the program(s).
Must be able to prepare reports and gather and evaluate program data.
Working knowledge of computer systems; personal computer, internet, and client tracking systems.
Must possess supervisory skills; experience in a supervisory capacity is preferred.

Must be able to lift 25 pounds.
Travel
Must have reliable transportation.
Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
Travel for completion of job duties, trainings and meetings as required.
