Instructions on Account Creation
To create an account select register in the upper right corner. Accounts require a valid email address to be created. Enter your email address and a unique strong password. After creating an account an email validation request will be sent to the email address entered. Email account validation is required to access this service.

Once your account is created and your email account has been validated you should be able to sign in and then File Upload will be available to you. This also can be found in the upper right corner after successful login.
