I. GENERIC DESCRIPTION
The Energy Program Associate shall assist the Energy Program Operations Coordinator/Director with specific activities associated with the Energy Assistance Program. This includes gathering consumption for connected utilities and bulk fuel, processing applications of the households that use bio fuels, making EAP payments payable in eHEAT, and maintaining records and tracking for the Reach Out for Warmth and ECE Caring Embers funds.
II. SPECIFIC DESCRIPTION
The Energy Programs Associate is responsible for the following tasks:
A. Essential Functions
Supports the mission of the Agency and the goals of the Department.
Develop a thorough working knowledge of all Federal and State regulations and procedures relative to the Energy Assistance Programing, Energy Related Repairs, and Crisis programs.
Assist with general operations of the Energy Assistance Program as assigned by the supervisor, to include directing work activities of Program personnel and project resources to maximize services available to all eligible applicants.
Be proficient in determining client eligibility and maintaining corresponding records for the Energy Related Repair component, and/or the Crisis Program.
Be proficient in working with contractors, and coordinating delivery of the Energy Related Repair component with other Agency programs.
Must respond to after hour emergency calls relative to heat related emergencies.
Answer consumer questions regarding designated programs. Has general working knowledge of Agency and community resources for appropriate referrals.
Gather data and other information related to EAP at the request of the supervisor/Department Administrative Assistant and/or Executive Director.
Assists with electronic document imaging/filing system.
Maintain consumer and personnel confidentiality.
Keep all computer files on the Agency network.
Learn and apply Agency policies and procedures, including safety, technology, data practices and other applicable policy, procedure and program regulations.
Be aware of and maintain accuracy to all details within the computer system, eheat software, and document imaging/filing system.
Become proficient in processing Reach Out For Warmth Fuel Fund and the ECE Caring Members Program, to include maintaining the spreadsheet and documentation needed for both programs..
Required to track and submit all A16 activities.
When speaking to clients/vendors over the phone or in person, you must maintain a pleasant and professional attitude.
All other duties as assigned by the Supervisor.
B. Secondary Functions
On rare occasions, there may be times when limited supervisor/assistant duties, will need to be conducted in the absence of the supervisor/assistant.
Will assist in certifying client applications when needed or when the ERR/Crisis programs slow down.
Will assist in gathering and completing vendor monitoring activities.
May assist with training at the request of the supervisor.
When time allows, will conduct re-certifying activities to ensure applications are being processed correctly.
Will perform all secondary job functions as assigned by the supervisor.
III. ELIGIBILITY REQUIREMENTS

Must have a high school diploma or equivalent.
Must have at least one year experience in a related field.
Must be able to meet the travel requirements of the position.
Must be able to work with low-income consumers, be empathetic to their situation, and advocate on their behalf.
Must possess good communication skills; to include written, verbal, and telephone.
Must be able to work with a diverse population.
Must be able to work under periods of demanding workloads due to seasonal operations of the program(s).
Must possess excellent organizational and time management skills.
Must be able to prepare reports and gather program data.
Must be able to maintain complete consumer and personnel confidentiality.
Must be able to represent the Program to various groups as directed.
Must be supportive of the Department and the Agency’s Mission.
Working knowledge relating to computer systems; personal computer, internet, data tracking systems.
Must be able to establish working relationships with heating contractors and wood vendors.
Is subject to a Criminal Background Check, the results of which are acceptable to the Agency.
IV. PHYSICAL REQUIREMENTS/DEMANDS
This position requires: Performing light lifting up to 30 lbs. on an occasional basis, displaying sound lifting and safety habits, stationary sitting for extended periods of time and periods of vehicle travel for business.
SUPERVISORY CONTROL
The Energy Programs Associate for the Energy Assistance Program is directly responsible to the Energy Program Director. The Energy Programs Director is responsible for the overall administration of the energy programs. The Executive Director is ultimately responsible for the overall conduct of the Agency's Programs.
EVALUATION
Job performance evaluation will be conducted at the time intervals prescribed by the Agency's personnel policies and the Agency's Performance Evaluation form shall be utilized. Evaluations are based on observations of the worker through job performance.
