JOB SUMMARY
The Housing Rehabilitation and Public Facilities Project Manager is responsible for the development, implementation, monitoring, evaluation, and coordination of all assigned housing and/or public facility programs and projects.

Bachelor’s Degree

Bachelor’s degree in a related field equivalent knowledge base gained through lived experience or through formal schooling, independent study, short course or other applicable arrangements.
Education may be waived with significant job related experience

PRIMARY DUTIES & RESPONSIBILITIES

Area 1: Program Operations
•
Oversee assigned Housing Programs and Public Facility Projects and work with other department personnel to maximize coordination of resources.
•
Responsible for project grant writing activities including making contacts, conducting surveys and meetings, and preparing actual grant package for review by Department Director.
•
Prepare, issue, and review all required documentation and requests for payments for completeness and accuracy.
•
Coordinate program and project resources to maximize services available to all eligible applicants.
•
Oversee client application process, assuring appropriate verification of all documents as needed.
•
Make recommendations regarding program changes that will increase efficiency, reduce costs, and provide the most effective services to target area households.
•
Assists in daily operations of supervised staff, including reviewing required paperwork and personnel forms.
•
Analyze work write-ups, detailed drawings, and bid specifications as required.
•
Develop extensive knowledge of all applicable regulations, standards, and operating procedures relative to the housing rehabilitation and public facility projects of the Agency.
•
Coordinate auditing of dwellings within the Energy/Housing Department of the Agency.
Area 2: Program Compliance
•
Ensure that assigned programs are operated in compliance with all funding source policies and procedures, and are delivered in accordance with established priority systems.
•
Initiate, track and maintain complete records regarding program operations and budgets.
•
Keep all computer files on the Agency network.
Area 3: Program Communications
•
Interact, extensively, with public officials, funding source representatives, and local representatives to ensure project compliance.
•
Make public presentations to special groups to inform them of the programs and projects available.
•
Keep the Department Director informed of all potential programmatic problems or concerns.
•
Responsible for public relation efforts for assigned program(s), i.e. Agency newsletter and general public news releases, brochures, etc.
•
Ensures electronic document imaging system procedures are followed for assigned programs.
Area 4: Work Knowledge
•
Experience working with vendors, contractors, social service agencies, local governments, basic background in understanding poverty in rural area, or equivalent experience.
•
Must be able to acquire a variety of technical knowledge related to residential housing and public facilities.
•
Must be able to meet monitoring requirements involving access to attics, crawl spaces, and other confined areas.
